Reason for Error – Browser blocks Cross-domain Cookies in salesforce
The possible reason for this error might be the browser I am using doesn’t allow cross-domain cookies by default. And I have to manually add the exception for a specific URL that I want to use which is a salesforce URL with a domain in my case.
Websites capture the cookie information so that the content can be presented quickly the next time when a user tries to access it. They store URLs and credentials. That is why I don’t have to login every time I have to access Facebook.
These cookies are prone to cyber attacks like Cookie Hijacking, where hackers can steal the credentials or can directly access our accounts. To keep us safe from these, browsers keep the cross-domain cookies option disabled.

Is the browser blocks cross-domain issue only with salesforce?
Browser blocks cross-domain issue appears for other websites as well. It completely depends upon the browser and the region/country we are in.
The same issue may appear on Apple Safari, Opera Mini, Firefox, Google Chrome, Microsoft Edge, etc for the person in the United States. On the other hand, it might be working for someone accessing it from the United Kingdom.
Earlier I was not happy seeing this error message – we can’t display this page because your browser blocks cross-domain cookies on my salesforce account. I was calling it an issue but later I realized that calling it a browser feature will be the right word.
And since it is a feature, the developers have already calculated the odds and provided an option to add an exception for URLs.
