1. Navigate to the Setup page of Salesforce Lightning, and for that, click on the settings icon on the upper left side of the screen, then select Setup from the options in the dropdown.

2. On the setup page of Lightning, go to the Quick Find Box and search, then select Users.

3. In the Users Setup window, we can see a list of users, and from the list, click on the name of the user account name that you want to freeze.
In this example, I have the user account Ryan Bolt to freeze it.

4. In the Edit window of the user account, click on the Freeze button.

As we click on the Freeze button, the account will freeze; from here, we can again unfreeze this account by clicking on the Unfreeze button.

In this way, we can freeze and unfreeze a user account in Salesforce Lightning with the help of the above steps.
How to Freeze User in Salesforce Classic
To freeze and unfreeze a User account in Salesforce Classic, first switch to the Salesforce Classic edition and follow the below steps.
1. On the Home page of Salesforce Classic, click on the Setup tab that is on the upper left side of the window.

2. On the setup page of Salesforce Classic, go to the Quick Find box in the left sidebar and search, then select Users.

3. In the Users setup window, we can see a list of users in the org, and from here, click on the name of users that you have to freeze.
In this example, I have selected the account Mathew Broad to freeze it.

4. In the Edit page of the user account, click on the Freeze button.

As we click on the Save button, the user account will freeze. We can also unfreeze this account from here by clicking the Unfreeze button.
