Go to Setup. -> Home Page. -> Quick Find Box, search for ‘Picklist Value Sets‘ and click on it.

Now, click on the existing global picklist value set that you want to deactivate. Here, I selected the ‘Cloud Technologies‘ global picklist value set.

Find the global picklist value that you want to deactivate and click on the Deactivate link next to it. Here, I select the ‘Serverless‘ picklist value. When we click on Deactivate, it is stored in the Inactive section.

If you click on it, a pop-up will appear; click the OK button to deactivate it.

Here, you can see that the value we deactivated is removed from the Picklist Values and displayed in the Inactive Values.
The values displayed in the Inactive Values can be reactivated by clicking the Active button.
